There are no problems with the download. I downloade the application from its download page on Software Informer and it installed without any kind of problems. If you're still having difficulties, an alternative solution would be to download Blender from its official webpage.
In case that doesn't work either, make sure that your firewall isn't blocking the downloading process or that you're not over the download limit in case you're using a capped connection. If you're using a download accelerator, you could try temporarily disabling it. Also, you could try downloading the application using a different web browser.
Lastly, if you're using Windows XP, that operating system seems to no longer be supported by Blender, so you'll need to upgrade to a newer version.
